Professor Li Xiaoli (H-index: 70)

Nanyang Technological University, Singapore, IEEE Fellow, AAIA Fellow
Professor Li is currently the Division Head (Machine Intelligence Division) and Chief Scientist at A*STAR Institute for Infocomm Research (I2R) in Singapore. The division comprises over 100 artificial intelligence and data scientists, making it Singapore’s largest AI and data science team. He also serves as an Adjunct Professor at Nanyang Technological University, having previously held an Adjunct Professor position at the National University of Singapore for 6 years. He is a member of IEEE and the Asia-Pacific Artificial Intelligence Association (AAIA).
His research interests are extensive, covering data mining, machine learning, artificial intelligence, and bioinformatics. Highly respected in academia, he has held various leadership roles (Area Chair, Senior PC Member, Workshop Chair, and Conference Chair) in top-tier conferences related to AI, data mining, and machine learning, such as KDD, ICDM, SDM, PKDD/ECML, ACML, PAKDD, WWW, IJCAI, AAAI, ACL, and CIKM. Additionally, he has edited six books and published numerous highly cited papers, with over 20,000 citations and an h-index exceeding 70.

Professor Rustam Shadiev (H-index: 45)

College of Education, Zhejiang University, IEEE Senior Member
Professor Rustam Shadiev obtained his Ph.D. in Online Learning Technologies from National Central University in 2012. He is currently a Tenured Professor at the College of Education, Zhejiang University in Hangzhou, China, specializing in advanced learning technologies for language learning and cross-cultural education. Professor Shadiev is a Member of the British Computer Society and a Senior Member of the Institute of Electrical and Electronics Engineers (IEEE). He was awarded the title of Distinguished Professor of Jiangsu Province in 2019. Furthermore, he has been recognized as one of the Most Cited Researchers in China’s Education field by Elsevier, Scopus, and Shanghai Rating for four consecutive years from 2020 to 2023.
Research Areas: Advanced learning technologies, speech-to-text recognition technology, computer-assisted translation, multimedia learning systems, multi-touch technology, cross-cultural education and language learning, mobile-assisted learning, open and distance learning, etc.

Professor Fahriye Altınay (H-index: 31)

Faculty of Education, Near East University, North Cyprus
Since 2002, Professor Fahriye Altınay has been teaching undergraduate courses including Educational Technology and Teaching Material Design, Classroom Management, Educational Ethics, Social Responsibility, and Scientific Research Methods. She also teaches graduate courses such as Project Management, Educational Management, Contemporary Educational Supervision, and Socio-Cultural Education.
Dr. Altınay is a Full-Time Faculty Member at Near East University in North Cyprus, engaging in both scientific and administrative work related to higher education councils, multiculturalism, quality research, strategic planning, accessible informatics, and smart societies. She serves as the Vice Director of the Graduate School of Education, Director of the Social Research and Development Center, and Head of the Department of Educational Entrepreneurship and Innovation as well as the Department of Computer Education and Instructional Technology. She is also an editor and reviewer for international journals and books. Her research interests include fostering critical friends and skills online from an international perspective and practice, participation in online learning, online learning readiness of higher education institutions, special needs education and distance education practices during the pandemic, open educational resources, MOOCs, accessible tourism, and education. She is currently conducting projects on individuals with disabilities during the pandemic, inclusive education practices, entrepreneurship, and community analysis.

Professor Huang Wuyuan (H-index: 43)

Dean of the College of Science and Engineering, National Dong Hwa University, TaiwanDistinguished Professor, Institute of Network Learning Technology, National Central University, Taiwan
His main research directions include AI in education and multimedia human-computer interaction, particularly focusing on human-computer interaction for intelligent learning and creative learning in real-world contexts.
From 2007 to 2017, Dr. Huang ranked among the top 7 worldwide based on his publications in 65 high-quality SSCI journals in the field of instructional design and technology (https://onlinelibrary.wiley.com/doi/pdf/10.1111/bjet.12712). He has published over 150 high-quality journal papers in major international SSCI and SCI-indexed journals in the field of educational technology. In recognition of his outstanding contributions to research outcomes from Taiwan’s National Science Council, Dr. Huang was awarded the Wu Ta-You Memorial Award in 2005 and the Distinguished Research Award from Taiwan’s Ministry of Science and Technology in 2021.

Professor Liu Shuai (H-index: 40+)

College of Educational Science / Interdisciplinary Research Institute, Hunan Normal University, EAI Fellow
Dr. Liu Shuai is a Doctoral Supervisor. His main research directions include intelligent educational technology and educational information processing. Professor Liu has presided over and participated in numerous National Social Science Foundation projects, and published over 80 high-level papers in journals such as Inf Fus, Inf Sci, IEEE TFS/TMM/TITS/Re, and IEEE IOTJ, with a total of more than 6,000 citations. He was included in the list of Top 2% Scientists in the World (Stanford University) from 2021 to 2023, and his paper was rated as one of the 100 Most Influential International Journal Papers of China in 2021 (Institute of Scientific and Technical Information of China, 2022). Professor Liu is an EAI Fellow, a Distinguished Member of the China Computer Federation (CCF), a Senior Member of the Chinese Institute of Electronics (CIE), a Member of the CCF Technical Committee on Education, a Director of the Hunan Provincial Computer Society/Artificial Intelligence Society, and the Deputy Director of the Education Working Committee of the Hunan Provincial Artificial Intelligence Society.

Professor Nurassyl Kerimbayev (H-index: 11)

Ph.D. in Pedagogical Sciences, Department of Computer Science, Al-Farabi Kazakh National University
He has participated in numerous domestic scientific research projects and collaborated with foreign scientists internationally. Under his leadership, members of the scientific school "Information and Informatization in Education" have achieved remarkable accomplishments. This research work has been included in encyclopedias published by Springer. In 2021, he was awarded the title of "Best University Teacher" by the Ministry of Education and Science of the Republic of Kazakhstan in recognition of his long-term contributions to science and education. His main research interests include educational informatization, computer science, artificial intelligence, and robotics.

All submissions must undergo review by 2-3 experts from the Organizing Committee. After a rigorous review process, all finally accepted papers will be published in the ACM ICPS (ACM International Conference Proceeding Series). Once published, the papers will be submitted to EI Compendex and Scopus for indexing.

Papers must be submitted in full English. There is no over-page fee for submissions within 8 pages, and full-text submissions are required.

The conference only accepts full-English manuscripts. If translation services are needed, please contact the conference director to inquire about preferential information.

If a paper is withdrawn due to personal reasons after payment, a service fee (30% of the page fee) will be charged.

Papers should have academic or practical value and must not have been previously published in domestic or international academic journals or conferences. Authors may pay to check the similarity of their papers through CrossCheck, iThenticate, or other query systems. The recommended similarity check system is: https://www.chaessay.com/turnitin.html. The paper similarity rate must not exceed 25% (including the reference section); otherwise, the author shall bear full responsibility for any rejection caused by an excessive similarity rate.

The publisher has the final decision-making power regarding the acceptance or rejection of papers.

The conference adopts an online submission method, with technical support provided by Boshi Network, International Journal Network, and CPCIG throughout the entire process.

Peer review is the major quality maintenance measure for any academic journal. In this process, experts in the relevant fields analyze the scholarly work from every perspective, including its writing, the accuracy of its technical content, its documentation, and its impact on and significance to the discipline.

Reviewers play a pivotal role in scholarly publishing, and their valuable opinions certify the quality of the article under consideration. Peer review helps to ratify research, establishing a standard for evaluation within research communities.

Firstly, after a paper is submitted to a journal, a journal editor screens the manuscript and decides whether or not to send it for full peer review. Only after clearing the initial screening is the manuscript sent to two peer reviewers. Finally, journal editors or the journal’s editorial board consider the peer reviewers’ reports and make the final decision to accept or reject the manuscript for publication.
